Violating traffic rules has been a way of life in Delhi for long. Q. What happens if I don't pay the traffic challan?
A. As per the Motor Vehicles Act 1988, you are liable to pay any outstanding fines issued in your name. Any failure to do so would result in graver penalties and time served in cases as well. So, at least it's a bigger chunk of money out of your pocket or at worst it'll be a night in the jail along with buddies you would definitely mind.
Q. What are the new, revised challans in Delhi?
A. The Revised Challans (Effective, September 2019) are stated below:
- Driving without PUC (Pollution Certificate) copy - Rs. 2000
- Violating Air Pollution Standards (for Vehicles emitting Excess Black Smoke on Road) - Rs 10000
- Driving without Driving License. Note: Vehicle can also be impounded by Traffic Police when driven without DL - Rs. 5000
- Red Light Jumping - Rs 1000
- Breaking Speed Limit or Over-speeding - Rs 1000 for Cars, Rs 2000 for Medium Commercial Vehicle
- Overspeeding along with charges of Dangerous Driving / Speeding at High Speed / Racing. Additionally: Now Driving license will be seized on the spot by police & suspended for at least 3 months. The person will not be allowed to drive vehicle, Has to call someone from family/friends to drive a car - Rs 5000
- Driving without Seat Belt. Additionally: 2 Hour Counselling will also be required to be taken from designated Traffic Police Official on Importance of Seat Belt and need - Rs 1000
- Driving without Valid Car Insurance - Rs 2000
- More than 2 People on 2 Wheeler (Bike, Scooter) - Rs 1000
- Helmet not Worn by 2 Wheeler Rider including Pillion Rider - Rs 1000 + License Suspended for 3 Months
- Red Light Jumping and Driving Dangerously where Traffic Police can take into consideration the safety of others. Now, Driving License will be seized on the spot by police & suspended for at least 3 months. Additionally, the person will not be allowed to drive a vehicle and will have to call someone from family/friends to drive a car - Rs 5000
- Violation of directions of an on-duty police officer - Rs 2000
- Double Fine: Overspeeding along with Dangerous Driving and Violation of direction of an on-duty Police Officer - Rs 7000
- Not providing a way to an Emergency Vehicle - Rs 10000
- Driving without having Insurance Copy in Car. Additionally, Vehicle is also liable to be detained/impounded by the Traffic Police - Rs 1000 + Court Challan
- Drunken Driving - Additionally, Vehicle is also liable to be detained/impounded by Traffic Police. The offense is applicable for any person under the influence of alcohol or drugs, driving found to have a BAC (Blood Alcohol Content level) exceeding 30 mg per 100 ml of blood detected by a breath analyzer - Rs 10000 + Court Challan
- Using Mobile Cell Phone during Driving by Driver (Other Occupants in Car are free to use Mobile phone, no offense then). Additionally: Now Driving license will be seized on the spot by police & suspended for at least 3 months. The person will not be allowed to drive a vehicle, Has to call someone from family/friends to drive the car - Rs. 5000
- Driving without a High-Security Number Plate (for New Cars in Delhi) Also - as its as per Supreme Court Order, so any Newly delivered vehicle found without HSRP is contempt of Supreme Court Order and is also liable to be prosecuted if found without HSRP Plate - Rs. 2000
- Selfie While Driving Car - Rs 2000
- Commercial Usage in Private Car (Offering Lift to Unknown Person, Driving Private Car for Commercial Interest) - Rs 2000
- Offense by Minor (while Minor Caught driving car/vehicle) - Rs 25,000 Fine with 3 Year Imprisonment for Car Owner (in whose name vehicle registered or Parents as the case). Juvenile to be booked under the Juvenile Act. Along with it Vehicle registration will be marked canceled
- Bull Bar / Front Bumper Guard / Rear Bumper Guard - Rs 1000
Other Fines:
- Opposite driving on a One Way - Rs 500
- Defective Number Plate / Fancy Number Plate - Rs 500
- Driving without a headlight on or after sunset - Rs 500
- Driving using High-Beam in the night - Rs 500
- Crossing Zebra Lane or Standing on the white light - Rs 500
- Obstructive or improper parking, causing inconvenience - Rs 500
Q. Can the traffic police take my RC?
A. Yes, they can, depending on the offense, they can impound your Registration Certificate, the Insurance Certificate, your Driving License, and the PUC (Pollution Certificate), however, they have to provide a receipt of the same stating that these certificates are hereby confiscated for the stated reasons and penalties.
Q. Can the traffic police take my vehicle's keys?
A. No, the traffic police cannot force you out of the vehicle and cannot confiscate the keys, even when the vehicle is impounded you have the right to keep the keys with you. Also, the traffic police would need an e-challan machine or a valid challan book to impose any fine and would provide proper receipts of the same.
Q. Is a photocopy of RC valid?
A. It's perfectly valid. Even without the signature of a gazetted authority, the photocopy is valid within the city.
Q. Can a traffic cop confiscate my license without any reason?
A. No, they can't, to make you provide the license or any other registration proof, they need to have a valid reason or a traffic offense that you may have made. However, they do have the power to check these at their discretion at any given time. The Motor Vehicles Act has vested these powers in the traffic police personnel.
Q. Can I make a traffic challan payment online?
A. Yes, you can, all you need is a proper challan number and you can use the e-portals to pay for it using your debit/credit card, net banking or even through your PayTM wallet.
